SWF Director of Program Planning Dr. Brian Weeden gave presentation on the evolution of U.S. national security space policy in strategy at a symposium organized by the Japanese Ministry of Defense in Tokyo, Japan, February 6, 2019. The Symposium brought together more than 50 officials from various Japanese government ministries, industry, and academia to discuss current issues in national security space.

Dr. Weeden gave a presentation providing an overview of U.S. national security space policy and strategy from the Eisenhower Administration to today, highlighting the common trends, themes and challenges through the lens of Lupton's four schools of thought on space power. He concluded with a summary of current issues, including the debate over the Space Force and whether the United States should develop new offensive counterspace capabilities. Dr. Weeden was joined by Dr. Dean Cheng from the Heritage Foundation who gave a presentation on China's military space activities and Mr. Mike Markey from Lawrence Livermore National Lab who gave a presentation on options for U.S.-Japan collaboration on space security.
