UK regulator follows Europeans to float additional time for SCA compliance

The U.K. Financial Conduct Authority said it would offer additional time for companies to comply with the Strong Customer Authentication rules that are scheduled to go into effect in September following a limited extension provided last week by the European Banking Authority, according to a statement released by the organization.  

The new SCA rules require additional steps be added to point-of-sale purchases in order to confirm customer identity. The new rules would require customers to either use a PIN code or password as an option to having a smartphone or use facial recognition or fingerprint to confirm their identities. 

The FCA announced that it would work with industry stakeholders to help make sure everyone was fully ready before it started to enforce the full deadline requirements, which is similar to the position taken by the EBA. 

The official deadline for compliance remains Sept. 14, but companies and other entities that provide evidence they are having issues and are working on a mitigation plan will be allowed additional time, according to the regulator.

Mastercard, ING Turkey enable micro businesses to convert smartphones into POS devices

Mastercard and ING Turkey announced a collaboration that allows micro businesses and SMEs to convert their Android smartphones into point-of-sale devices for contactless payments. 

The companies said that micro business customers of ING Turkey can download the ING SoftPos application from Google Play and can convert an NFC enabled mobile phone into a POS terminal, without the need for expensive hardware. 

The companies say there are about 1.5 million SMEs, millions of micro businesses and other types of merchants like dry cleaners, electricians, taxi drivers and others who could benefit from the ability to accept digital payments such as these. 

The companies said such a service would also help at sporting events, festivals, exhibitions and similar type of situations where there is a need to shorten lines for entry, by using the application to accept tickets.

Bank of America introduces digital debit card

Bank of America has rolled out a digital debit card in its mobile banking app. 

Although customers use it similar to how they use physical debit cards, the digital card allows them to pay in stores, via apps and online using a mobile wallet, the company said in a press release. Customers may also use the card to get cash and make deposits at Bank of America's cardless ATMs.

If a customer needs a new card or a replacement debit card — in the event they lose their existing one — they can request a digital debit card through their mobile app and use it instantly, rather than having to wait up to a week for their permanent card to arrive.

Bank of America is also rolling out a service called Mobile Orders, which will allow customers to order foreign currency through their mobile app. They can have the money delivered to their home, or if they are traveling internationally, they may choose a bank where they want to pick it up. The mobile app tracks delivery and sends out notifications. 

Small business customers also can use the service to preorder bills and coins in the denomination they need and also select a bank for pick up and track orders with real-time alerts and updates.

Ebay opens up APIs for managed payments to third-party developers

Ebay announced that it would open up its managed payments program to third-party developers by issuing new payments APIs, a move that will allow faster payouts and enhanced transaction detail. 

Gail Frederick, vice president, mobile and developer ecosystem, outlined the new APIs at the company's annual developer event and also in a blogpost yesterday. 

The move is the latest step in a year-long effort to give Ebay merchants and customers the ability to conduct transactions through the payment method of their choice, without the merchant being forced to make heavy investments in their own payments infrastructure, 

The Finances API will provide developers a more holistic view of transactions, allow a more seamless connection to merchant accounts and help sellers with accounting and reconciliation, according to the blogpost. 

The Account API helps determine whether a seller has joined the managed payments program, according to the blogpost. In addition, a new Fulfillment API helps sellers issue full or partial refunds to their buyers.
