Public Finance Credit Analyst
Capital One Public Funding, LLC (“COPF”), a business unit of Capital One Bank, was established in 2004 to provide municipal lease and direct-purchase bond financing to U.S. state and local governments.  COPF’s portfolio has since grown to over $5 billion and includes exposure to more than 1,000 public entities of all types (municipalities, school districts, special districts) across the 50 states and the District of Columbia. COPF’s team consists of 20 professionals with significant experience in municipal finance. COPF is seeking to expand its portfolio of tax-secured, revenue-backed, and appropriation-based obligations.

 

Responsibilities:

 

Manage the Bank’s credit exposure to assigned borrowers:

 

· Input certain financial statements and specified data into the Bank’s online risk analyst spreading system used to       determine risk ratings.
·  Prepare assigned borrower annual reviews.
·  Communicate any evidence of deteriorating situations.
·  Monitor rating agency changes for portfolio borrowers, process rating changes, communicate any downgrades.
·  Prepare credit actions to update risk ratings.
·  Support Underwriters in summarizing key credit factors in requests for lending proposals.
·  Assist in compiling and verifying data for portfolio reviews.
·  Assist in compiling research for ad hoc projects (for example, credit impact of natural disasters).
·  Test borrowers’ compliance with financial covenants when applicable

 

Basic Qualifications:

 

· Bachelor’s degree or military experience

 

Preferred Qualifications:

 

· At least 2 years of experience in municipal finance at rating agency, bond insurer, or buy or sell- side firm.
· Experience with creating financial spreads to complete risk analysis
· Completed Credit Training
